This study investigated the usage of and need for childcare centers in rural areas. In addition, in order to promote accessibility among childcare services in rural areas, we suggest appropriate measures for expanding and improving small-sized facilities.
We reviewed governmental policies for childcare and education in rural areas, investigated the state of management among childcare centers, surveyed rural residents" needs regarding childcare and education, and suggested specific measures to meet the need for high quality services and additional supplies.
The research methods employed in this study consisted of a literature review, a face-to-face survey, and three additional surveys via mail or telephone. The face-to-face survey was conducted by specialized investigators in six rural Myun areas where no childcare centers were located. Comprehensive data on the use of and need for childcare services in these areas was collected. Moreover, a telephone survey was employed to investigate the state of management among 340 childcare centers in these rural areas. A mail survey was also conducted to record the state of management among32 childcare facilities located in the Multi-purpose Centers for Female Farmers. Finally, the opinions of local government officials on the expansion of childcare centers were collected via telephone.
The results of our surveys showed the necessity for stronger governmental policies and support. It takes an average of 30 minutes (maximum 120 min.) for a child to get to his/her childcare center in rural areas. Shuttles from centers usually run 133㎞ a day, costing an average of 164,000 won.
This study seeks fairer opportunities and improved accessibility among childcare services in rural areas by suggesting appropriate locations where childcare services can be expanded and enhanced. In our conclusion, we assert the need to build multi-functional centers where various welfare services co-exist alongside childcare services. Expanding high quality services that fit rural families" needs in rural areas and subsidizing poorer families will alleviate parents’ burdens and promote healthy childhood development.
