In this study, we intended to improve the salary step system for employees in childcare facilities by changing the salary standards for them in both public and private facilities.
For this, we examined the system of acknowledging employees" career and of establishing the salary steps presented by the government as the salary standards for employees in public facilities. And we tried to seek for an improvement plan for the system of acknowledging employees" career and of establishing the salary steps by analyzing the problems.
As the method of the study, we made a survey on the actual condition of the salary steps and their management for 6,159 employees in 2,053 childcare facilities. And a total of 1,994 questionnaires were re-collected(the rate of re-collection was 32.4%). We also conducted 5 face-to-face group interviews, 2 workshops for related persons, and 2 meetings for specialist advisors.
Making an improvement plan for acknowledging employees" career and of establishing the salary steps, we separated the public childcare facilities from the private ones and found out the problems. And then, we suggested a positive improvement plan to solve these problems.
In the case of the career and salary step system of the employees in the public facilities, we suggested two possible improvement plans in two respects. First, we suggested a plan to improve the system of recognizing employees" career and of establishing the salary steps and proposed a method for applying this plan to employees to whom the present irrational standards of recognizing the career are being applied. And then, we suggested a plan to improve the salary step system.
Making a improvement plan for the salary step system, we unified the salary standard of the chief of the facilities and that of the childcare teacher, among the present three-kind salary standards. Deciding the salary level of the chief of the facilities and the childcare teacher, we took the standards of education and career into consideration regardless of one"s position in the facilities and we suggested that the allowance by the position should be paid according to the kind of work or to the special role one plays in the facilities. Particular improvement plans were suggested and divided into two kinds of plans, including an ideal one and a real one.
