EBS Early Childhood Education Contents Application Plans for the Government 3.0 Diffusion
2. Purpose and Significance of the Research
Due to the implementation of the NURI curriculum, more than 90% of children aged 3-5 years old are now attending preschools or kindergartens. As a result, it has reached the point to investigate the applicability of the institution-based EBS Early Childhood Education Contests programs, which is originally home-based. The diffusion of EBS Children’s Contents sharing, based on the publicity in which EBS maintains, may be applied as an important educational media for preschool and kindergarten teachers and also lay possibilities of decreasing children’s private education provided by parents. Hence, the following research is to seek an effective opening and sharing method for the education-centered public broadcaster EBS Children’s Contents, according to the Government 3.0 policy.
3. Construction and Range of the Research
The construction and range of the current research are the followings:
First, an analysis on literature reviews and policy trends was conducted.
Second, a combined analysis on foreign case studies based on the application of children’s contents was conducted.
Third, the demands of the main consumers, parents and teachers, for EBS Children’s
Contents were identified.
Fourth, field cases applying the current operating EBS Children’s Contents were
Finally, in order to plan the diffusion of the‘Government 3.0,’ EBS Children’s
Contents Sharing and Diffusion methods were presented.
EBS Children’s Contents, literature review related to early childhood private education and the implementation of the NURI curriculum according to the policy trends, foreign case studies on Children’s Contents of PBS (United States), BBC (England), NHK (Japan), online questionnaires, targeting 500 teachers (200 preschool teachers, 300 kindergarten teachers) and 815 parents (466 parents of infants, 349 parents of toddlers) in order to identify the demands and practical opinions on applying EBS Children’s Contents and field cases applying the current operating EBS Children’s Contents such as EBS clip bank and Nurisam were analyzed. Based on these results, the following application plans were presented in order to present the opening and sharing of EBS Children’s Contents to households and kindergartens or childcare centers. First, it enables investigating the consumers’ usage habits, reprocessing capable home activities, constructing contents which can be done with parents, applying children’s circadian rhythm to the contents construction and providing a 3-5 minute clip-type visual material in terms of ‘considering the compatibility of consumer demands.’ Second, it can be applied by developing an easy-approach APP(Application), constructing a simple website with various content approaches, providing a 1:1 contents support information, providing multidimensional promotion plans, and operating a children-only site in terms of ‘expanding consumer accessibility.’ Third, it can provide sharing the awareness and construction applied by the early childhood education paradigm, strengthening the links between the national-level of curriculum, providing free and minimum costs of contents, and developing various children contents in order to decrease the costs of education and child care, in terms of ‘securing public broadcasting publicity.’ Additionally, it enables reviewing the possibilities of publicity violation due to the expansion of profitable business, developing contents applying the demands of the socially vulnerable groups, and requires providing contents for Korean residents overseas. Fourth, it can apply expanding the range of professionals’ participation rate during the production of the children’s contents, activating the public investment and support, producing various clips for teachers, constructing contents applying characteristics of preschool·kindergarten institutions and developmental characteristics of children, and also requires continuous research related to children’s media in terms of ‘the guarantee of the contents’quality.’Finally, it enables to consider the possibility of profitable business expansion, EBS Children’s Contents expansion by other industries, broadcasting home-based early childhood education, development and supply of teaching aids(toys) and the expansion of transmitting children’s contents overseas must be accomplished in terms of ‘additional value caused by opening.’
When opening EBS children’s contents, not only the circumstances of EBS, a public broadcaster with a relatively low proportion of public funding, and the characteristics of clip-making for EBS children’s contents must be taken into consideration, but also the problem solution for the copyright of EBS children’s animation as well.
5. Policy Suggestions for Practical Use
Based on the current research, the following may be applied politically. First, according to the keynote policy of Government 3.0, the results may be applied as general data for strategy plans which may create new additional values or occupations through the sharing and diffusion of EBS Children’s Contents appliance. Second, while investigating strategies, the current study enables to apply specific early childhood education·child care fields, related to appliance and creative economy, by applying foreign countries’public broadcasting cases. Third, by identifying the practical demands on EBS Child Contents appliance by parents and teachers, whom are the main consumers, this can be applied to EBS Children’s Contents application plans in both preschool·kindergarten and at home as well. Fourth, through the specific case of EBS clip bank and Nurisam, this can be applied as a reference case for the possibility of additional value creation through the existing sharings of children’s contents.
The current study presents EBS Children’s Contents application plans for the diffusion of Government 3.0. Through this, as a public broadcaster, EBS secures its publicity and by diffusing and sharing various EBS Children’s Contents in households, preschools or kindergarten. As a result, it will acquire effects of creating new additional values, occupations, and decreasing private education and etc. in mid- and long terms. Also, this report will provide criterions for follow-up studies related to Government 3.0 and broadcasting contents. Finally, after the completion of the research, the results will be proliferated through academic journal presentations and journal contributions related to early childhood and media.
