Abstract
This research drew a scenario what North and South Korea should do by suggesting 'the three steps of unification plan'(cooperation and interchange of North and South Korea phase → union of North and South Korea stage → unified nation step) with the perspective of early childhood education and care in preparation for reunification. In order to do so, specialist opinion investigation was held by targeting 81 people in total; this involves 44 South Korean experts(about the North) and 37 North Korean refugees, with literature analysis.
The main result is shown as follows. First, in cooperation and interchange of North and South Korea phase, ten promotion works were suggested. After the suggested ten promotion works'(Opening North and South Korea's joint conference event, Forming a consultative group and mutual interchange in private and governmental point, Calculating the statistical data of education and care in North and South joint, Mutual visiting of principles and teachers, Mutual visiting of children, Developing and providing together fairy-tale books and animation, Holding a special child-day event in North and South joint) importance and practicability were checked, all of the ten promotion works has higher practicability than importance. Therefore, in this step, North and South Korea should consider a way to improve the practicability of the promotion work.
Secondly, in the early stage of union of North and South Korea requiring 'two nations and one system', a policy that admitting the mutual cooperation, then gradually becoming one system was informed. 1) Seeking similar Child Support Policy between the North and the South(finding something in common), 2) Discovering acceptable policies in North Korea's Child Support Policy which the South had not activated yet, 3) Finding the interface point of the North and South Korea's Field in Child Support(Ideology of Education and Caring, System, Subject of Foundation, Educating and Caring Courses, Training Teachers, etc.) have been proposed as preceding strategies. In the survey, many of South Korean experts replied that they agree about 1) and 2). These result implies that the reunification between the South and the North could be a success in real life.
However, in 3) where it asks about the intention point of the 'one system', the experts' opinion from the North and the South was not the same. There were many opinion that disagreed about the one-sided reunification; North Korea owns the South, South Korea owns the North. In other words, many of them proposed 'Compromising South and North Korea' as an alternative. Drawing the 'Compromising South and North Korea' model is on the one ethnic group's capability as a result. In terms of the principle of reciprocity, by highlighting the importance of communication and negotiation, UN international organization's mediation was suggested as one of the alternative methods. Finally, in the Unified Nation Step, Combining Social Psychology was suggested by deepening the production sharing about the 'one system'. For this, "Child Support Policy that does not disseminate ever since from the early life" and "Child Support Institution Teacher Training Policy for preventing discrimination" were suggested to precede as medium-and long-term master plan. Many promotion works which should be consistently carried out in the Child Support Area, has been proposed other than these for Social unification and most of North and South Korean experts answered that this work is important.
