The purpose of this study is to analyze advanced cases from home and foreign countries in terms of the child-friendly city and to deduce policy suggestions for constructing the community-based child-friendly cities in Korea.
For the purpose of the study, an analysis of exemplary cases from several countries worldwide, a survey(300 children and youths respectively, 900 parents including 300 parents whose children are infants under the age of 3) regarding children’s right and community-based child-friendly environments, and in-depth interviews with related field officials were conducted.
The analysis of the four certified Korean local governments showed that local governments are likely to focus most importantly on children’s right of participation through the certification process, and they need to address expansion of budget support and perceptional change towards children’s right. Also, advanced cases from the foreign countries provided some special implications regarding the construction of child-friendly cities such that the importance of children’s participation in community-related affairs and plays was highlighted in those contexts.
The results of the survey showed that the infrastructure focusing on children’s right and the public awareness concerning the child-friendly environment are related with the successful introduction of the child-friendly city. Furthermore, the field-related officials who participated in the in-depth interviews expressed the necessity of the unified operational processes for the certification in common.
This study suggests that the child-freindly environments should be built legally and institutionally, and the governance between the central government and the communities, also that of inter-communities should be established. Policy goals need to be set based on the characteristics of local governments. Also, the policy direction according to the each certification stage needs to be clarified. And, the society needs to set a vision for the importance of constructing community-based child-friendly environments.
