The study is part of a three-year project, which aims to support ECCE policy development cooperation in the selected countries (Uzbekistan, Vietnam, & Fiji) in the Asia-Pacific by developing policy consulting models (1st year), implementing action plans on priority policy tasks (2nd year), and monitoring the implementation processes and outcomes (3rd year). The study, carried out as the 1st year of the project, intended to assess the needs of the selected countries and to devise a consulting model for the ECCE development cooperation through a network among related international organizations and ministries. In order to do so, conducted were literature review, formation of a consortium with UNESCO Bangkok and ARNEC, interviews and/or on-site visits in the selected countries, interviews and surveys with the personnel specialized in development cooperation in Korea, and an international seminar to discuss and disseminate major findings. Some major findings are as follows. First, the common needs of the selected countries included increased public expenditure on ECCE, improvement in the overall standards and regulations for infrastructure, teacher professional development, curriculum implementation, monitoring system for service quality and collection and utilization of national data. Second, individual needs of the selected countries included: establishment of legal base, expansion of kindergarten facilities, diversification of curriculum implementation, development of quality monitoring indicators for Uzbekistan; teacher training, collaborations among ECCE agencies and support for children with special needs for Vietnam; and investments in facilities, setting standards, and development of quality monitoring indicators for Fiji. Based on the findings, the study suggested that a consulting model would be established in accordance with five priority policy areas of SDG4.2 in the Asia Pacific: Financing, Sector Planning, Equity, Quality and Monitoring SDG4.2, in order to identify and monitor the progress on the global indicators of sustainable development goals in ECCE sector in the Asia-Pacific region.
