Abstract

Basic subsidy is the Korean Government"s financial support for each child in childcare centers. While the provision of basic subsidy for children from age 0 to 2 has been initiated by the Korean government since 2006, its provision for older children ages 3-5 has been delayed for a year. The one-year pilot project on basic subsidy began in September, 2006; participants were selected from private childcare centers in three areas: So-gu in Daejeon city, Pyungtack city in Gyeonggi-do, and Haenam-gun in Jeonlanam-do. The purpose of this study was to provide baseline information as a prior investigation before the implementation of the pilot project.

The main research method used to collect data was a telephone survey. The subjects included the 657 directors of all of the childcare centers within the three project areas. Descriptive data, such as the number of children enrolled, the quality of services, the salaries and benefits of the teachers, service fees, and opinions toward basic subsidy were collected and summarized.

In addition, another questionnaire regarding revenue and expenditure was sent to the private childcare centers participating in the pilot project. Due to the low response rate from the participating centers, however, the replies from the participating childcare centers were treated as case studies.

Because the data collected in this study will be compared with post-survey data at the end of this pilot project, comparative tables will be provided in research to come.
