dc.description.abstract Generally parents with young children prefer in-home care for their children rather than institutional care. Resently concerns on in-home care has been increased as government support in-home care from the perspectives of increasing non-profit social services for low income workers and the government initiated pilot project of connecting child care providers to families. At the same time about 100 companies connecting babysitters to families are working in market. Nevertheless, national policies for in-home care by babysitters, neighborhood, relatives is so weak that quality of services by them is not high enough to meet the need of the parents. This study aimed to review the current status of babysitting in Korea and to suggest policy means of long-term plan for it. Main research methods used to collect data were inter-net searching of foreign countries" current status and policies, interview survey on directors of companies and mail survey on babysitters in profit and non-profit organization. Compared to foreign countries, support system for in-home care is very weak. We have neither institutional nor financial support mechanism for it. In France in-home care is services supported by government. In-home carer"s qualification is managed by the government and fee for services also supported. In Japan, fee for babysitters are supported by corporations. This study suggest several means for babysitters in Korea to increase quality, accessability, equity and partnership of government and private organization. First, standard for qualification and management of babysitters must be established such as period and contents of education, as well as physical and personnel standard for profit or non-profit organization of connecting babysitters to families. Revision of current law or establishment of new law would be considered. Second, the opportunities of public in-home care services must be increased. This study recommended that government entrust to provide babysitter services to any non-profit organizations registered in government office.
