아동 친화적인 도시에 대한 부모 및 사회복지사의 인식

Abstract

아동 친화적인 도시(Child Friendly Cities: CFC)는 도시가 아동의 성장환경에 주는 부정적인 측면을 극복하고 아동의 권리와 삶의 질을 증진하기 위해 전 세계적으로 추진되고 있는 국제사회의 운동이다. 본 연구는 서울시의 아동 친화성(Child-Friendliness)에 대한 부모와 사회복지사의 인식 조사를 통해 아동친화도시 조성을 위한 기초자료를 제공하는데 목적이 있다. 연구결과, 첫째, 부모와 사회복지사는 아동이 생활하고 있는 도시환경의 ‘아동 친화성’에 대해 비교적 부정적으로 인식하였다. 둘째, 경제수준이 높은 지역에 살며, 아동기 자녀를 둔 부모의 긍정적 인식이 높게 나타났다. 셋째, 사회복지사는 경제수준이 높은 지역이 아동을 위한 물리적·사회적 환경이 보다 잘 조성되어 있다고 인식하였으며, 아동기 아동을 위한 사회적·물리적 환경과 서비스 지원이 보다 잘 조성되어 있다고 인식하였다. 이에 따라 경제적 수준 및 그에 따른 기반시설, 공공시설 수준의 차이는 아동 친화적인 지역사회가 되는데 매우 중요한 요소임을 알 수 있으며, 특정 연령대에 집중된 정책에 대한 제고가 필요함을 알 수 있다. 복지제도를 넘어선 종합적인 도시계획으로 발전되기 위해서는 지역사회 전반에 걸쳐 아동 권리 존중의 가치형성이 우선시 되어야 하며, 아동·청소년의 참여를 바탕으로 다양한 분야의 전문가와의 상호협력이 중요하겠다.

Child Friendly Cities(CFC) is a framework for action with the aim of implementing the UN CRC led by local government in an urban context. Surveys with 508 parents and 114 community service provider were conducted to assess the community's child-friendliness in Seoul. The results of this study were as follows: 1) Parents and community service provider assessed negatively comprehensive assessment of the city's child-friendliness. 2) Parents and community service provider living in rich community were assessed more positively than living in poor community about the city's child-friendliness. 3) Parents were assessed more positively than community service provider, children and adolescents about the city's child-friendliness. This study suggested that a local action plan for the Child Friendly Cities must be implemented to fulfill the CFC standards.
