서울특별시교육청유아교육진흥원의 발전방안에 관한 정책우선순위 분석: 전문가 델파이 조사를 중심으로

Abstract

본 연구의 목적은 서울특별시교육청유아교육진흥원의 발전방안에 대한 정책우선순위를 도출하여 향후 진흥원이 나아가야할 정책방향과 과제를 제언하는 것이다. 조사기간은 2018년 5월 1일부터 5월 20일까지 진행되었으며, 전문가 22명을 대상으로 2차에 걸쳐 의견을 수렴하였다. 분석방법으로는 변이계수와 내용타당성 비율을 도출하였다. 주요 연구결과는 다음과 같다. 첫째, 정책우선순위를 살펴보면, 진흥원의 발전방안에서는 전달체계와 네트워크 기능강화 둥이, 교원연수의 경우에는 현장중심 등이 우선순위였다. 체험 프로그램의 경우에는 기존의 체험 제공방식의 변화, 교육복지의 경우에도 대상을 직접 찾아가는 프로그램 등이 우선순위였다. 둘째, 정책차순위를 정리하면, 부모와 지역사회, 서울시민 중심 정책 등이 제안되었다. 셋째, 정책후순위는 돌봄강화, 자체평가 등이 제안되었다. 이상의 연구결과에 따른 정책적 시사점을 제시하였다.

The purpose of this study is to analyze policy priorities of the advanced plan of Seoul Early Childhood Education & Promotion Center(Seoul ECEPC) based on an expert Delphi surveys, and to suggest policy directions and tasks for the future promotion center. The survey was conducted for 20 days from May 1st to May 20th, 2018. 22 experts presented their opinions on the development plan in the survey. Variable factor and content feasibility ratio were derived for analysis. The main findings are as follows. The policy priority was to strengthen the delivery system and network functions. Secondary priorities included parents, community, Seoul citizens, communication, openness, play, art, healing etc. The last priorities were related to care, self-assessment, online training etc. Some policy implications were presented based on the research results.
