지역아동보호전문기관 상담원의 업무시간 분석에 기초한 근무여건 개선방안

Abstract

본 연구는 지역아동보호전문기관 상담원들의 업무시간 특성을 파악하기 위해 수행되었다. 엄밀한 업무시간 분석을 위해 전국의 지역아동전문기관 상담원 전원을 대상으로 단위시간마다 활동을 기재하는 시간일지(time diary) 조사를 실시하였으며, 최종적으로 총 62개 기관 675명의 상담원이 작성한 시간일지를 분석 자료로 삼았다. 분석결과, 아동보호전문기관 상담원들은 평일 평균 총 10.47시간, 주말 평균 1.31시간 일하며, 역할 및 숙련도에 따라 업무의 시간량과 패턴에서 차이가 드러났다. 특히 장기근속자들은 업무의 시간량이 적고 야근 비중도 적은 것으로 나타났으며, 상담원들의 부담을 호소하는 업무인 행정업무는 전체근무의 27.8%로 높은 비율을 차지하는 것으로 나타났다. 분석결과에 근거하여 상담원과 기관의 물리적 확충뿐만 아니라 행정업무에 대한 관리와 숙련도 향상을 위한 프로그램이 요구됨을 제언하였다.

This study aims to examine the labor hours of workers at regional child protection agencies in Korea and how their work schedules are constructed. For a thorough and accurate analysis, time diaries recorded by child protection agency workers on their activities per hour were studied as data source, which were collected by 675 workers from 62 agencies in Korea. According to the analysis, it was found that the workers of child protection agencies work for an average of 10.47 hours on weekdays and 1.31 hours on weekends, and work patterns differed depending on their duties and proficiency. In particular, experienced workers tended to work for a shorter time with less proportion of overtime work. The proportion of administrative tasks, which could be burdensome for child protection agency workers, was relatively high, accounting for 27.8% of the entire workload. Based on these results, this study suggests that an increase in manpower and institutions as well as a professional program to improve workers’ proficiency and administrative management are necessary.
