dc.description.abstract The Korea Institute of Child Care and Education(KICCE) has been conducting "KICCE Poll on parenting policy for establishing happy child care culture" for 5 years from 2017 to 2021. The main survey has targeted 3,000 citizens aged 15 to 75 years nationwide each year, and questions are composed of fixed questions based on individual characteristics. It identifies trends in perceptions and attitudes toward the happiness of parenting and child care. In addition, Focus Group Interviews by gereation were held four times this year. Lastly, A questionnaire was also conducted to identify changes in child care and education in the home due to COVID-19 for 800 parents of young children, including 269 parents who participated in the same survey last year, to find out the changes between two years. The brief results revealed through this study are as follows. First, the burden on the cost of child care has been increased. Accordingly, it is possible to estimate the cause of the avoidance of marriage and childbirth as economic difficulties, which revealed that the problem of low birthrate was more fundamental and structural. Second, the policy for work-family balance seems to me the most successful among the government's parenting-related policies. There are, however, still significant differences male and female parenting responsibilities. Third, it is confirmed that positive opinions about the government's parenting-related cash allowance policy have increased significantly during the couple of years of COVID-19. It appears to be the result of positive experiences of the government's child care allowance related to COVID-19. Fourth, the degree of satisfaction with the government's overall parenting policy is steadily increasing. Fifth, while the prolonged period of COVID-19 increases the difficulty of raising in the home, it is understood that the quality of nurturing and education in the home is maintained at a certain level. However, the amount of learning activities at home is too low. Hence, diverse programs should be provided to support home learning activities. Based on the results of this study as described above, a policy to support parenting, especially gender equal parenting and to strengthen family ties. In addition, it is necessary to overcome low birthrates with increased welfare programs, expanded child allowance. -
