Abstract

As the trend of decreasing birth rate is getting more serious as a social crisis, the expansion and strengthening of the overall childcare policy for parenting support continues. Following the introduction of child allowances in 2018, infant allowances were implemented in 2022, and the parental benefits for infants aged 0-1 are set to be introduced in 2023. This expansion of cash support means strengthening the balance and expansion of parenting supports, such as education, childcare, and care and protection for children, along with service and time support policies. This policy implementation requires a legal basis and check on actual infrastructures and specific action policies. The purpose of this study was (1) to recognize that the legal foundation for parental benefit is urgent when the introduction of parental benefit is scheduled for 2023, (2) to examine the mid- to long-term tasks associated with major issues of parental benefit, and (3) to propose a short- and mid-term plan to establish a related legal foundation. Through this, it was discussed that the legal basis for the introduction of parental benefit was not only to prepare legal provisions for the implementation of parental benefit, but also to take an integrated approach as a law covering the entire parenting support system for cash support, service, and time support. The current childcare policies and parenting support services are based on various individual laws as a multi-ministerial policies. Thus the necessity and possible legal system of the integrated parenting support law were proposed to be implemented without overlap and blind spots while meeting the changed needs and various demands of parenting and care for children.
