Abstract

The continuity of service use from a parent and child's point of view and the cooperation between education and care delivery, are inevitable tasks of current times. In order to improve the efficiency of care policy, the provision of education and care services centered on schools, families, and institutions and regions, goes beyond the institutional design or the issues of infra-structure. The purpose of this study is to present a plan to establish an integrated operating system that provides child care policies that are provided segmentally by policy as a systematic and comprehensive service based on the region. Based on the child's life cycle, this study has focused on the availability and continuity of care services as a broad care encompassing education, childcare, and child protection. Based on the main research results, this study first proposed to prepare a legal basis for the Ministry of Education's care service. In the order of reorganizing the current care laws and enacting the integrated law in the first stage, it was suggested to take the form of an integrated approach to reorganize the business in a way that blind spots are solved. Secondly, Prior to the establishment of the on-offline operation foundation for integrated care, individual consumers searched are necessary to enhance the universal accessibility. Once an integrated operational foundation is established, an integrated online and offline platform is established to ensure that relevant information is provided and service links are identified through the same channel. The integrated child care information platform for child care needs to contain the following contents: Real-time search and waiting application and registration of available care services, Openness and expansion as an integrated platform for public-private and public-private information and care services, expanded care-welfare links, expanded child safety and healthy growth and development, and open care apps for each local government
