육아친화적 주거단지 조성 모형 개발 연구

Abstract

기존의 육아지원정책은 시간 또는 서비스, 현금지원으로 범주화된다. 그러나 이 범주에 더하여 삶이 이루어지는, 육아가 이루어지는 장소인 ‘공간’ 정책과의 결합이 필요한 시점이다. 육아정책의 수요자들인 부모가 일상생활에서 가장 밀접하게 체감하는 생활환경인 주거단지 내에서, ‘육아하기 좋은 환경’이 과연 무엇인지에 대한 검토와 진단, 대안의 모색이 요구된다. 이에 본 연구는 육아정책연구소, 한국환경정책평가연구원, LH한국토지주택공사가 협력하여 육아, 환경, 교육, 교통, 주거공간을 아우르는 육아친화적 환경의 요소를 구체화하고, 정책수요자의 요구를 반영하여 주거단지의 육아친화성 향상 방안을 찾고자 하였다. 본 연구에서는 육아친화적 주거단지 개념을 명료화하고, ‘육아친화 주거단지 조성 포럼’의 운영을 통해 주거단지의 육아친화가 지니는 의미에 대한 다양한 해석을 모색하였다. 육아친화 주거단지는 육아를 지지하고 환대하는 철학적 가치를 지니며, 그 철학을 바탕으로 육아하는 가족의 요구를 반영한 공간과 환경이 준비된 곳이다. 즉 아이 기르는 데 최적화된 교육･보육시설, 공원 녹지 등의 물리적 환경, 도로 교통 등의 인프라, 육아 및 가족지원 제도, 지역주민의 참여 등 양육자들이 필요로 하는 물리적 환경과 서비스 인프라 뿐 아니라 지지적인 인적 네트워크를 갖춘 곳이다. 연구에서는 육아친화적 주거단지의 구성요소를 철학과 가치, 물리적 환경, 서비스 인프라, 인적 네트워크로 구분하고 정책수요자의 요구와 전문가의 의견을 담아 주거단지의 육아친화 정도를 진단하는 60문항 체크리스트로 구성하고, 이를 리플렛으로 개발하였다. 육아친화 주거단지의 조성 방향성을 육아권과 아동권의 존중, 수요자 참여 확대, 인적 네트워크 형성 강화, 주거단지 특성 반영으로 구체화하였다. 육아친화적 주거단지 조성 모형은 대상 주거단지의 선정, 주거단지의 육아친화적 요소 진단, 진단을 통한 개선점 도출, 육아친화성 증진을 위한 구체적 실행방안 모색, 도출한 개선방안의 실행에 이르는 일련의 과정으로 구성되었다. 마지막으로 주거단지 육아지원 기능의 역동성을 부여하고 유지하는 역할을 전담할 인력을 육아지원 코디네이터로 명명하고 그 운영 안을 제안하였다.

The existing parenting support policies are categorized as time, service and financial support. However, in addition to this category, it is necessary to combine with the ‘space’ policy, a place where child-rearing takes place. Within the residential complex, where the parents closely experience child-rearing, it is necessary to examine and diagnose what is a ‘good environment for child-rearing’, and seek alternatives. In this regard, the purpose of this study to improve the parenting-friendliness of the residential complex, to specify elements of a child-rearing environment that encompasses child-rearing, environment, education, transportation and residential space, and to reflect the needs of policy consumers. In this study, Korean Institute of Child Care and Education, Korea Environment Institute, and Korea Land & Housing Corporation were cooperated. In this study, we clarified the concept of childrearing-friendly residential complexes and shared multidisciplinary opinions about meaning of childrearing-friendly residential complexes through three consecutive forums. A ‘parenting-friendly residential complex’ implies a philosophical value of supporting and welcoming childrearing. Based on that philosophy, ‘parenting-friendly residential complex’ should the place where parents can raise their children in a great quality of physical environment and service infrastructure which is required by caregivers including education and childcare facilities optimized for raising children, parks and green areas, infrastructure such as road traffic, child-rearing and family support systems, and supportive human resources. In the study, the components of childrearing-friendly residential complexes are divided into 1) values of childrearing, 2)physical environment, 3) service infrastructure, and 4）human network. We developed the 60-item checklist based on those four components, the checklist diagnoses the degree of childrearing-friendliness of the residential complex. The suggestions to build a parental-friendly residential complex include respecting the right to childrearing and children, expanding parents’ participation, strengthening the formation of human networks, and reflecting the characteristics of the residential complex. This is a part of the childrearing-friendly residential complex creation model, and includes series of processes ranging from selection of the target residential complex, diagnosis of childrearing-friendly elements of the residential complex, derivation of improvement points through diagnosis, and searching for specific action plans for enhancing child-rearing friendliness, and implementation of the derived improvement plans. Finally, we suggested the role of ‘childcare support coordinator’, which includes maintaining the childcare support function in the residential complex. and planning for its operation.
