Abstract

As the policy environment surrounding in-home childcare support services is rapidly changing, it is necessary to reorganize the service support system by paying attention to relevant policies that affect demand. This study focused on the impact of Integration of kindergartens and daycare centers, Introduction of parental allowance system, and strengthening the childcare support system on the demand for home-based childcare services. Specifically, the study addressed changes in demand for in-home childcare services and part-time childcare services in the formal care sector, and for private childcare assistants and grandparent care in the informal care sector. To this end, a survey was conducted on 1,628 households with infants and young children to discuss their overall experience using in-home childcare support services and their support needs. Additionally, a survey was conducted on the current state of service operation and improvement needs of 24 households using each service type and 14 suppliers by service type. In addition, this study investigated the support policies for in-home childcare services in France and Japan and derived policy implications. Based on the above analysis results, the following directions and detailed improvements were proposed for the home childcare support service support system to respond to changing demands. First, the goal of supporting home-based childcare services can be presented as resolving the care gap for households that prefer home-based care services and alleviating the burden of childcare for households that do not use institutions. Accordingly, the priority recipients of child care services are households that require care during times when the facility is not in operation, such as at night or on weekends. Part-time childcare services should prioritize supporting families with children in need of emergency care through diversifying methods of infrastructure expansion. Home-based childcare services require alleviating the burden of costs for nighttime and all-day infant care services, and improving accessibility through restructuring the service delivery system. Part-time childcare services need to guarantee universal access by differentially charging fees based on basic and additional usage hours, and improve service quality by strengthening support for assistant teachers. Meanwhile, in order to improve the quality of home childcare support services, institutional measures are needed to improve the operation of morning and evening care services at institutions such as daycare centers and kindergartens, enhance the professionalism their labor rights. of caregivers.
