Abstract

The promotion of co-parental child care support diversification by policy – oriented child care institutes is part of a plan to meet diverse parenting and child care needs, and is advancement towards community co-parenting. Since 2004, the parent co-op Nursery Combination and ‘Family Pumatyi’ by the Ministry of Women and Family, as institutions, have advocated for co-parenting. However, the parent co-op nursery faces financial and operational difficulties and ‘Family Pumatyi’ has been criticized for its unclear and ambiguous role in order to get support from the government. Therefore, this study attempts to find ways to promote co-parenting by identifying the successes of institutionalized co-parenting and the areas of improvement, and by studying community autonomy in areas where co-parenting has been practised. The study suggests that the choice for co-parenting child care ought to depend on the desired provision from institutions; which have either a complementary or an alternative function. The complementary function seen in parent co-op child care and ‘Family Pumatyi’- outside child care institutes - pursue a more active support than ‘Family Pumatyi’ in similar circumstances. Since co-parenting is based on autonomy and spontaneity, the key to support co-parenting is to build support systems such as counseling and conjugating private resources within the community. In light of these principles, the following are suggested as ways to facilitate co-parenting. The parent cooperative nursery requires appropriate management supply development, including free rental day care, consultation and counseling for its installation and management, staff training and local council configuration. For ‘Family Pumatyi’, geographical accessibility, employment of qualified staff, consultation, empowerment programs for resident support and the public-private body configuration are proposed.
