Abstract

□ Background and Purpose of the study

The quality management of child care centers has been performed through accreditation. Especially since November 2017, the third accreditation of child care centers and kindergartens based on the contents of the integrated evaluation index is being implemented. However, subsequent management such as periodical quality-maintenance, internal-inspections and monitoring are also critical. Thus a 5-year research beginning in 2016, ‘Evaluation-based Consulting for Child Care Centers for quality Improvement of Child Care Services’ has been planned with the purpose of providing support for child care centers with assistance and consultation. This research, coming into its third year, applied the CARE consultation to accredited child care centers and with the results from the initial implementation, provide them with consulting model and assistance in regard to periodical quality- maintenance. □ Research Method

-Literature review has been conducted the accreditation of child care center and precedent research regarding child care centers consulting. The current process of child care center accreditation, foreign research studying ECEC as a means of evaluating quality management, the results from the third accreditation have been studied. -The child care center evaluation-based CARE consulting model, its implementation system and the consulting manual were revised. The process of building the system consisted of four stages: preparation, planning, implementation of consulting and the evaluation of consulting. The consulting process takes approximately four months from the point a child care center applied for a consultation up to the point of receiving the results and completion. -The Korea Institute of Child Care and Education and the Support center for childcare have established consortium to provide consultation. 89 accredited child care centers in the region of Seoul, Gyeonggi, north Gyeonggi and Incheon have received consultation. -The pilot implementation of consultation and evaluation have been carried out and its results analyzed. -The satisfaction survey of the consultation for participants and consultants was investigated and analyzed.

□ Result

With the results of the demonstrative implementation of the CARE model in 2018, and the revisions of the model and its implementation system, the current study suggests a plan for an evaluation-based child care quality improvement and maintenance system. □ Policy Suggestion

-Development of a consulting system as a counterplan to the starting of a mandatory evaluation system of child care centers is a prerequisite. -The Cooperation of the Support Center for Childcare is essential in terms of eliminating overlapping contents with the existing consulting model and providing information on the implementation of consultation. -An incentive is required for child care centers with low evaluation results to encourage participation in consultation. -Consultation should not burden child care centers financially. -Consultation should not be considered as an additional workload for teachers in terms of its implementation. -Discovery of competent consultants and maintenance of a pool need to be maintain. -The CARE consulting model is reflecting on research results in order to be institutionalized along with continued driving force of the Ministry of Health and welfare and the Korea Childcare Promotion Institute.
