Evaluation on pilot project for the basic subsidy of children aged 3-5 in private child care center∘ Researchers: Moonhee Suh, Eunyoung Kim & Hyesun Choi
Basic-Subsidy for 3-5 aged children was announced to implement a pilot project, while the government decided to support Basic-Subsidy for 0-2 aged children from 2006. The Basic-Subsidy means subsidy per children for private care and education institutions, designed to improve the quality of services among these institutions. It was a kind of institutional subsidy supported according to the number of the children in the center. Areas of pilot project was So-gu in Daejeon city, Pyungtack-city in Kyeunggi province, and Haenam-gun in Jeonlanamdo.
This study aimed to evaluate the pilot project for the Basic-Subsidy of children aged 3-5 in private child care centers.
The evaluation indicators was developed to evaluate the adoptability and effectiveness of the project. The former is on procedure and politics, while the latter is on achievement and result.
Main research methods used to collect data was survey on directors, parents and centers staffs. The subject included directors, parents and staffs of all of the childcare centers within the project areas. Interviewers visited the centers and collect such data as management of child care centers, quality of the services, work conditions and salaries for the teachers, fee for service, revenue and expenditure etc. Same questions on quality of the services were asked to directors, staffs and parents for comparison.
As evaluation result, we concluded that the procedure of the pilot project was adequate and the effect of the project was not consistent relatively.
It brought positive effect on managing the centers such as abiding the rule and directions, accreditation, etc. It also had effect on raising salaries of staffs and satisfaction among them.
Generally directors, staffs and parents evaluate the effects on child care service quality positively, though consistency of items evaluated positively was very low
