This report aims to collect, categorize, and organize data on the current situation and policy achievements of early childhood education. It also aims to provide information which can serve as the basis upon which the government’s achievements and performance of this year can be evaluated. By providing basic information for such an evaluation, the report aims to assist the government establish mid- to long-term development plans for the education of young children in a more structured and efficient way. Moreover, this annual report can serve as a comprehensive database showing what achievements and investment local governments have made. The report provides creditworthy information which can help the nation develop policies and plans that can further advance the education of young children.
The report contains the following: 1) indexes included in the annual report, selection of content, and calculation of each index; 2) analysis of the current status of the education for young children (2009-2010); and 3) performance results of related projects (2009-2010). The report adopted the following research methodologies: 1) establishing partnerships with related organizations; 2) collecting and analyzing related documents and materials; 3) conducting consultative meetings with experts; and 4) distributing annual reports—including reports made into CDs—to related organizations.

This section includes the number of kindergartens, the number of children enrolled in kindergartens, the number of instructors and classes, the number of children per teacher, the number of students in a class, enrollment rates, percentages of kindergartens that meet the quota requirement, participation rates of full-day classes, budgets, educational costs per child, percentages of the recipients of financial support, and the percentage of instructors with college degrees
B. Chapter 1: Overview of the Annual Report
This section includes the significance of the report, the publication history and process of publication, the contents of the annual report 2009- 2010, the young children education index, and an overseas index
C. Chapter 2: The Early Childhood Education in Municipal and Provincial Offices of Education.
This section includes details on budgets, the educational environment, the educational infrastructure, policies and achievements of the above.
D. Chapter 3: The Early Childhood Education in Local Offices of Education
This section includes the characteristic projects of each education department in local governments.
E. Appendix: Education indexes of regions
