- 육아정책에 대한 대국민 여론을 분석하고 정책수요자의 요구에 부합하는 정책방향을 제시하고자 함. 또한 정책적 주요 현안에 대하여 여론조사를 포함하여 각 정책을 모니터링 함과 동시에, 수요자의 의견수렴을 통해 정책수요자의 요구를 반영한 정책방향을 제시하고자 함.
This study is the third year of the KICCE Poll for Establishing the Culture of Happy Child Care, which has been conducted for five years since 2017. The purpose of this study is to continuously conduct the survey on childcare policy and the public awareness survey, to identify trends in childcare policy and parenting related opinions and perceptions, and to monitor related policy demands. The research contents are as follows. First, we analyzed recent policies and issues related to childcare policy and childcare culture. Second, we constructed the questionnaire for the third year by reviewing, revising, and supplementing the previous survey questionnaire. Third, KICCE Poll was conducted to analyze public perceptions of childcare culture and childcare policy. Fourth, policy directions were suggested based on the survey results. The survey was conducted on 3,000 people between 15~74 in their ages. In the case of surveys, the items were composed mainly of becoming a parent, child-rearing, marriage, parenting happiness, early childhood education and childcare policy, policy satisfaction, and low birth rate policy, etc. The policy suggestions through the study are as follows. First, despite the fact that women's economic activity has increased and the role of couples has been changing to the same level, the traditional role division between men and women continues. Therefore, it is necessary to spread awareness about gender equal role sharing in child rearing and household chores. Second, despite various systems such as free childcare and education, support for childcare costs, and support for work and family reconciliation, more policy alternatives are still required from the consumer's point of view. Third, it is necessary to inform parents about the value of parenting and raising children through education about their responsibilities and roles as parents. In addition, customized education for the vulnerable is required. Fourth, infants and toddlers families, the core demand group of the policy, still have a high policy priority for universal free assistance, but considering financing, it is necessary to consider discriminatory support in the design of financial support for childcare support. Fifth, it is necessary to reinforce prevention education and punishment for child abuse and to improve the working environment of teachers. Lastly, the overall satisfaction level of the childcare policy is normal. In the future, it is necessary for the government to establish and implement the policy from the actual consumer's point of view, as the generation with the low age group becomes the consumer of future childcare policy.
