서울시 더불어키움(공영형) 유치원의 현황과 과제

Abstract

본 연구는 서울특별시교육청 정책사업으로 운영하는 더불어키움(공영형) 유치원 현황과 과제를 알아보고자 더불어키움(공영형) 유치원 원장, 원감, 교사, 행정실장, 서울특별시교육청에서 업무를 담당하는 주무관 총 9명을 대상으로 심층 면담을 실시하였다. 연구결과, 더불어키움(공영형) 유치원으로의 전환은 교육청 재정지원에 따른 변화, 교육과정 질 향상, 체계적인 유치원 운영 등으로 사립유치원의 공공성 확보에 기여하였다. 그러나 유치원 선 법인화에 대한 온도 차, 방과후과정 교사의 정체성, 약정 종료 후 불확실한 미래가 쟁점 사항으로 나타났다. 더불어키움(공영형) 유치원 정책은 공공성 강화를 위한 방안임은 분명하나, 이를 활성화하고 안착하기 위해서는 보다 구체적인 정책 개선방안이 필요함을 시사한다.

This study examines the status and issues of public kindergartens that are operated by the Seoul Metropolitan Office of Education, and proposes future policy tasks. To this end, in-depth interviews were conducted with the heads of four public kindergarten institutions, a principal, a teacher, the head of an administrative department, and the Seoul Metropolitan Office of Education's chief officer. The results show that most of the public kindergartens had financial difficulties due to the small number of children. The public kindergartens policy contributed to securing the publicity of private kindergartens through changes in the financial support of the Office of Education, improvement of the quality of the curriculum, and systematic operation of kindergartens. However, the temperature difference for pre-corporation preschools, the identity of after-school teachers, and the uncertain future after the conclusion of the agreement were issues of concern. While the public kindergartens policy is clearly a way to strengthen publicness, it suggests that more specific policy improvement measures are needed to activate and maintain it.
