Abstract

In this study, in order to empirically understand the growth and development and rearing environment of infants and toddlers from North Korean defector families, a comparative analysis was conducted with infants and toddlers from ordinary families and general vulnerable groups. Based on these research results, policy measures were presented to promote the healthy and balanced growth and development of children from North Korean refugee families. As a result of a survey of 151 primary caregivers of North Korean refugee families with infants and young children, the child-rearing environment of North Korean refugee families was generally weak. It was much worse than the general one. The main caregivers for North Korean defectors were often unhealthy or severely depressed. However, North Korean refugee families had higher expectations for their children than ordinary families, and they were following the basic rules for the safety of their children. The number was small. We could see the positivity, hope, and health of North Korean defector families. Based on these research results, 3 policy goals, 4 policy measures, and 12 policy tasks were presented to provide a fair starting point for infants and toddlers from North Korean refugee families in the early stages of their lives, and to support the health and economic support of their primary care-givers.
