The purpose of this study is to analyze the 2020~2021 Korean childrearing policy's outcome and impacts on families and children, in terms of its policy performance goals and major indicies about overall childrearing environment. The main focus of this study is to evaluate the Moon government's national policy agenda of childrearing. This study classified the main three areas as cash assistance and medical support, ECEC, and parenting time support policies. In addition, this study has analyzed COVID-19 policy response for childrearing and evaluated overall 4 years' outcome of Moon government's childrearing policies. The evaluation of the childrearing policies's outcome is composed of 4 parts. First, the self-evaluation results of Ministry of Health and Welfare, Ministry of Education, and Ministry of Gender Equality and Family for childrearing policies in 2020 are analyzed. Second, the outcome analysis of parents and professional stakeholders including ECEC experts, directors and teachers of kindergarten and childcare centers, concerning 2020~2021 childrearing policies, were done based on the response results of online survey. Third, in-depth interviews of parents, directors and teachers of kindergarten and childcare centers, elementary school care providers are analyzed to show the pros, cons, need for improvement and blind spot of childrearing policies. Fourth, panel data analysis to evaluate the effects of fertility and care policies using KOSIS(Korean Statistical Information Service) and Korean Labor & Income Panel Study data are reported. The results have shown not only overall evaluation of childrearing policy but also insufficient and inadequate part and need to improve are suggested in particular process of policies.
