코로나19 확산 전후 영유아 양육비용 변화

Abstract

이 논문은 코로나19 확산 전후 영유아 양육비용의 변화 양상을 고찰한 연구로, 패널 이원 고정효과 모형을 활용하여 미관측 이질성을 통제한 상태에서 시차효과 및 영유아 양육비용 결정 요인을 추정하였다. 분석을 위해 육아정책연구소의 ‘KICCE 소비실태조사’ 2차년도(2019년)부터 4차년도(2021년) 원자료를 활용하였다. 분석 결과, 영유아 양육비용은 2021년에 유의미한 증가가 포착되었다. 비목별로는 식비는 2020년과 2021년 모두에서 유의미한 증가가 발견된 반면, 교육/보육비는 2020년에는 유의미하게 감소하였다가 2021년에 유의미하게 증가한 것으로 분석됐다. 또, 여가/문화생활비는 2020년에만 유의미하게 감소한 것으로 나타났다. 이에 근거하여, 사회적 긴급 상황에서 돌봄 공백 방지를 위한 지원 체계 확립, 저소득 가구 및 다자녀 가구 지원 강화, 영유아기 문화체험 프로그램 지원 등을 제언하였다.

This study looks at how child-rearing costs for young children because of the Coronavirus disease 2019 pandemic. Using a two-way fixed effects panel data model, we performed inference on time lag effects and the determinants of child-rearing costs for young children, having rigorously controlled for unobserved heterogeneity. The estimation results indicate a significant increase in child-rearing costs for young children in 2021. Considering specific expenditure items, significant increases were observed for food costs in both 2020 and 2021 whereas a significant drop in education and childcare costs was found in 2020, followed by a significant rise in 2021. Also, expenditure on leisure and cultural activities was found to have dropped significantly in 2020 only. Based on these findings, we proposed various measures such as establishing a support system to provide a stopgap in care needs amid societal emergencies, strengthening support for households with low incomes or multiple children, as well as support toward early childhood-oriented cultural experience programs.
