관리체계 일원화를 위한 유치원 및 어린이집 관련 지방 단위 업무 분석

Abstract

The integration of early childhood education and childcare aims to consolidate the management systems of kindergartens and daycare centers within the education framework, with the goal of establishing the foundation for lifelong, responsibility-based education from the early stages of life. Its objective is to implement a high-quality new educational system tailored to young children, ensuring that educational and care disparities do not occur from the infancy stage. Currently, daycare centers fall under the jurisdiction of the Ministry of Health and Welfare, while kindergartens are managed by the Ministry of Education. At the local level, daycare centers are overseen by cities or provinces(metropolitan self-governing bodies) and cities/counties/districts(basic self-governing bodies), while kindergartens are supervised by provincial education offices and regional educational support offices. With the integration of the management system scheduled to commence in 2025, the Ministry of Education and provincial education offices will take the lead in implementing the integration of early childhood education and childcare. Thus, there is a need for an analysis of local-level organizations and tasks related to early childhood education and childcare to prepare for this transition. This study has conducted an analysis of administrative organizations and tasks related to early childhood education and childcare. It has also presented proposals regarding the transfer of tasks and communication systems resulting from the integration of the management system. Furthermore, it has reviewed legislative amendments required to promote the integration of the management system.
