텍스트마이닝 기법을 활용한 초등 늘봄학교 정책의 이해당사자별 쟁점 탐색

Abstract

이 연구는 ‘초등 늘봄학교 정책’에 대한 이해당사자별 쟁점을 탐색하고, 이를 반영한 정책적 방안을 제언하기 위해 수행되었다. 이를 위해 ‘초등돌봄교실’ 및 ‘늘봄학교’와 관련된 언론 기사를 수집하여 빅데이터 기반의 텍스트마이닝 분석을 실시하였다. 연구 결과, 이해당사자별 주요 쟁점으로 교육당국은 늘봄학교 확대 실시 등 5개, 교사는 늘봄 전담 인력 배치 등 5개, 늘봄 전담사는 고용 안정성 제고 등 3개, 학부모는 늘봄학교 확대 요구 등 5개가 도출되었다. 이러한 쟁점들을 종합적으로 분석하여, 초등 늘봄학교 정책에 대한 교사 공감대 형성, 늘봄 인력 관리 시스템 구축, 행정체계 개편, 학습자 요구에 부합하는 질 좋은 교육 프로그램 및 안전한 돌봄 서비스 마련의 5가지 정책 방안을 제언하였다.

This study explores the concerns of various stakeholders regarding the Neulbom Elementary Schools policy and proposes policy recommendations that address these concerns. To achieve this, news articles related to “Elementary Care Classrooms” and “Neulbom Schools” were collected and analyzed using text mining techniques(TF-IDF, LDA). The results revealed the following major issues: five for educational authorities, including the expansion of Neulbom Elementary Schools; five for teachers, including the placement of Neulbom staff; three for Neulbom staff, including enhancing job security; and five for parents, including the demand for expanding Neulbom Elementary Schools. Based on a comprehensive analysis of these concerns, five policy recommendations were proposed: building teacher consensus on the Neulbom Elementary Schools policy, establishing a Neulbom staff management system, reorganizing administrative structures, and providing high-quality educational programs and safe care services that meet learners’ needs.
