This study is intended to improve parental capacity from the viewpoint of children's happiness. It extracts a core parental capacity for children's happiness from the international index such as OECD well-being, UNICEF Children's welfare, International survey of children's well-being, and Korean children's key index. Based on the extracted core parental capacity, this study developed self-checklist aiming to perceive parents' capacity status and suggest political plan in order to improve parents' capacity for children's happiness. To develop the self-checklist, literature review, interviewing 13 parents of children, 7 teachers in kindergarten and daycare centers, and 4 classes of children were carried out. Also, 48 professionals who are majored in related sciences (early childhood education, child care, counseling, social work) were participated in the opinion polling to select appropriate questions for the self-checklist. Lastly, by using the checklist, survey focusing on 1,000 parents (420 fathers, 580 mothers) is performed to identify parental capacity status in terms of supporting children's happiness. The self-checklist has total 68 questions and is composed of 7 domains; Child development, Health and Safety, Family relation, Physical and material environment, Play, Guidance in life, Community engagement. The results from the survey are as follows: Trying to report the general status, the domains of Development of children as well as Health & Safety are reported as the highest value at 4.1 point, on the contrary, those of Guidance in life and Community engagement are reported as the lowest value at 3.8 point. In terms of age, it was reported that below 35 years parents' capacity was better than that of over 35 years parent. In case as to family income, it was revealed that the order of parents' capacity depends on the family income generally. Alternative political plans are as in the following, which are drawn from the result of the survey on parental capacity for children's happiness. 1. Distributing the Self-checklist for assessing parental capacity for children's happiness. 2. Extending target group for parental education. 3. Considering children's happiness and voices for the parental education. 4. Improving parental education quality by establishing public recruit of lecturers and examination system. 5. Supporting parents by taking balance between work and house chore. 6. Regarding parents education as a branch of lifelong-educations. 7. Moving toward a society which supports an individual' happiness.
