Abstract

This study developed a network model to support the childcare for the family with young children. Community's human, material resources were divided in to family types, child's age, and mother's characteristics. For network model's core role institutions, Childcare Centers, Health Family Support Centers, and Multicultural Family Support Centers were set-up since all three institutions' purpose of establishment is to provide One-Stop childcare support service that satisfies the needs of local residents' childcare. For this study, literature research, survey, interview, and oversea visit(Japan) case investigation were done. Since the number of childcare support centers in the district varies, the survey was distributed based on the size of the district and the number of childcare support centers. The survey was done by the 1,000 parents with young children nationally. For the overseas case investigation, childcare support centers in Japan that support Japan's unemployed mothers were visited and investigated. The survey results turned out that 'not receiving surrounding people's help' was the highest with 39.1%, and 50% said 'no' even in the district with three centers. 60.6% of parents did not know about the three centers and the percentages of actual use of the centers are as follows; Childcare Centers 65.3%, Health Family Support Centers 22.2%, Multicultural Family Support Centers 15.1%. Even though the number of the actual use was low, user satisfaction turned out to be high(childcare 3.0point, Health Family 3.3point, multicultural 3.2point). Therefore, active publicity of the centers is necessary. For the local community's development for the childcare, 64.8% of parents wanted 'Childcare service institution establishment'. In conclusion, this study provides 1)the model that strengthens the function of center for single income family with young children, 2)center+institution(preschool/kindergarten) function combined model for double income family(including single income) using preschool/kindergarten, 3)complex, comprehensive function reinforcement model for family with young children living in the district with limited human, and material resources.
