As two-paycheck couples and working mothers increase today, gaps in childcare are being created, the problem that cannot be resolved only through educational institutions (e.g. kindergartens, childcare centers). The government is supporting family child-rearing through the child care(Idolbom) project, a public service. But in reality the social demand is not being satisfied through the provision of the service focusing on the vulnerable. To date, it has been pointed out that the private babysitter services have several limitations concerning wages, qualification, service management, etc. due to the absence of the government's management and supervision.
Hence this study reviewed facts (e.g. the status of domestic and foreign legal systems and policies relating to private babysitters) and obtained opinions of parents who had used a private babysitter service before through survey and in-depth interview. In addition, it conducted in-depth interviews with those who were acting as babysitters in Korea to analyze the Korean private babysitter system, the status of the use of that system, and the demand for it. Through these, specific measures concerning the basic direction of the government's policy on the employment and provision of private babysitter services and concerning the management of the services were introduced.
