The study was conducted as a third year research of Integrated Support Model for Disadvantaged Young Children. In this study, the researchers finalized the integrated childcare support models and programs for disadvantaged children and attempted to develop and distribute manuals for the effective implementation of an integrated childcare support model.
The main content of the third year research includes the final review of the integrated childcare support model. This was conducted through an intensive review of government department projects and delivery systems, expanded dissemination and application of programs, professionals training and support materials, and the use of community networks on collaborative projects. Also, training for expanded dissemination of integrated support program was carried out among relevant organizations and individuals, as well as analysis of case studies on Head Start program in the United States, which initiated active operation and management of childcare support center for local communities, and on community network integration in Singapore, which provides support for children suffering from delayed development. Moreover, the measures for active implementation of integrated childcare models have been explored through provision of consultation service for the government bureaus supporting disadvantaged families and young children. Lastly, the manual for active onsite application of integrated childcare support models and programs was developed.
The process of manual development was divided into a preliminary research stage and a manual development stage. The content and the structure of manual were selected based on resources acquired from monitoring and advising the process of program application at the preliminary stage and the review of similar cases of manual developments. A survey was carried out among research collaborators in order to revise and supplement the content of the manual. The first draft of the manual was revised and supplemented with a pool of opinions provided by professional advisory group and research collaborators, and lastly, the manual was finalized after holding a professional advisory meetings and reviewing their opinions.
The suggestions for the active application of integrated childcare support model include training and consulting for enhancing professionalism of the relevant personnel, expanding the application of the model through networks, improving the quality of the model through establishment of effective evaluation system, and sharing know-how and continuing exchanges between related projects.
