Quality management of child care centers has been performed through the accreditation of child care centers, however, subsequent management such as periodical quality-maintenance, internal-inspections and monitoring are also critical. Thus a 5 year research beginning in 2016, 'Development and Application of Evaluation-based CARE Consulting Model for Child Care Center Quality Monitoring' has been aiming to provide support for child care centers with assistance and consultation alternative to evaluation. The current study was performed to modify the first CARE Consulting Model(2016) based on the contents of the latest integrated evaluation index, employed since November of 2017; and the results of the initial implementation of the model in 2016. The model will be a measure to a supplementary and regular quality management system after the accreditation, with an evaluation-based consulting approach. It will also serve as a preemptive measure to the replacement of the current accreditation system to a compulsory evaluation system. The implementation of the accreditation system and the CARE model was examined, along with the ECEC quality monitoring systems of Australia and the UK. The child care center evaluation-based CARE consulting model, its implementation system and the consulting manual were revised. With the cooperation of the Central Support Center for Childcare, the second-year pilot implementation of the CARE consulting model was carried out. With the results of the demonstrative implementation of the CARE model in 2017, and the revisions of the model and its implementation system, the current study suggests a plan for an evaluation-based child care quality improvement and maintenance system. The suggested model in the current study aims to build a support system for the CARE consulting model as a tool for a quality monitoring system providing management on a regular basis. The process of building the system consisted of four stages: preparation, planning, implementation of consulting, and the assessment of consulting. The consulting process takes approximately four months from the point a child care center applied for a consultation up to the point of receiving the results and completion. The study suggests the following. Development of a consulting system as a counterplan to the introduction of a mandatory evaluation system of Child Care Centers is a prerequisite. Granting incentives based on the level of improvement after the consulting will be effectual. The selection and education, as well as maintenance of a pool of competent consultant is mandatory. Participating child care centers should be partially responsible for the consulting expenses. Teacher support for consultation should be improved. Accumulation and documentation of the consultation results of implementing the CARE model as a quality management tool is necessary.
