A state-level evaluation system can strengthen the administration of kindergartens and provide quality early childhood education programs that meet government standards. Moreover, a systematic and effective evaluation system can monitor and inspect kindergarten operations and provide guidelines for parents to choose a quality kindergarten for their children. In 2007, 100 kindergartens nation-wide were selected to conduct a pilot evaluation. From 2008 to 2010, the first phase of evaluation was carried out among approximately 830 public and private kindergartens. The evaluation criteria only provided the most minimum of standards due to the concern that the evaluation would harm the operations of autonomous and diverse kindergartens. However, kindergartens that participated in the first phase of the evaluation demanded that an objective rating system be developed. The purpose of this study is to develop a series of evaluation criteria along with a handbook and a manual for the second phase of the evaluation, which will be carried out from 2011 to 2013. The study reviewed relevant studies conducted both domestically and internationally, carried out a Delphi survey among 100 early childhood education experts, and finally, held a joint-conference with an advisory council and the Ministry of Education, Science and Technology, in order to develop an effective second phase evaluation system. Four areas of evaluation (curriculum, educational environment, health & safety, management) were chosen, which were then further split into 9 evaluation items, 15 indicators, and 47 elements. In addition, the new evaluation system provides a check list for each evaluation item and uses a five-level rating scale to evaluate each indicator. The manual for the evaluation system includes the following chapters and contents: the evaluation action plan, the characteristics of evaluation criteria, the evaluation handbook, and detailed contents of the evaluation system, self-evaluation forms, written-evaluations, and site evaluations. Lastly, a seminar was held for 1,000 kindergarten evaluators from the education offices of 16 provinces and cities in order to introduce the newly developed second phase development evaluation criteria as well as to identify ways to best utilize the manual which has been developed.
