* Hakwon means a private academic institution to take roles in child care and education like kindergartens and child care centers in Korea.
The purpose of this study is to understand the present state of Hakwons for young children aged from 0 to 5 in terms of children, directors and teachers, educational settings, curriculum, welfare, and management. It is expected that the research findings would help the government decide whether it is reasonable to support financially Hakwons, especially art Hakwons, for young children or not.
The methods of this study are not only literature review including laws related to Hakwons for young children and 「2004 A Survey on the Actual Condition of Korean Kindergarten」, but also surveys, interviews, reference to advisory committees, and workshops. The subjects for whole-fundamental survey are 6,300 directors in art Hakwons over the countries. For the sample depth survey, 177 directors and teachers in art Hakwon are interviewed by qualified investigators(consisted of 15 graduate students) to collect the data from the quality of care and education services to management and welfare etc.
According to the results of this study, as a comprehensive institution to take the role in early childhood education, child care, and art education, Hakwons should improve its quality of services. Moreover, the government should manage and supervise it officially to control its quality levels of services. In addition, it is necessary to remember that the special law to support a part of Hakwons for children which meet some requirements to provide young children with educational services is valid until 2007. After then, the government should help qualified Hakwons to meet the conditions to be kindergartens so as to ensure its service levels.
