어린이집과 유치원 장애위험영유아 조기발견 및 발달지원 종합 대책 방안(Ⅱ): 부모용 도구 개발 및 가족 지원 방안

Abstract

This research is the second year study for 4-year cooperative project for Korean government’s ‘Master Plan for Children with Developmental Disabilities’(Related Ministries, 2021. 05.) and President Yoon Suk-yeol’s key policy tasks(Numbers 47, 67, and 84). The purpose of current research is to develop and distribute early screening tool and easy-to-understand support guide for parents with young kids at risk for developmental disabilities. In the current study, literature review, conference of experts, survey of status and demands, and case studies were conducted to develop index for early screening tool and support guide for parents. From the whole result of the current study, we suggested the ideas for national policy related to young children at risk of developmental disabilities as follows: First, for early screening and intervention measures for infants and toddlers at risk of disability (before 18 months), it is needed to enhance the national ‘infant health check-up’, to strengthen sensory integration education for infants under 18 months of age, and to build and promot a developmental observation checklist app. Second, for family support policy measures, it should be considered to enhance information accessibility, to establish a portal site for children at risk, to provide information booklets for child development, to customize parenting education for children at risk of disabilities, and to introduce supporting system of strengthening family capacity through home visits. Third, for improvement of service system, it is needed to increase voucher cost and expand usage areas, to expand employment of teachers with special education license at local childcare support centers, and to introduce one-stop service system. Meanwhile, We developed the Korean Screening Index of Early Development for parents ((KSIED-P). The inventory was developed to prevent and minimize development problems through early screening and early intervention. It was developed especially for parents to help to screen children at risk at home, of which questions are based on daily routines and parent-child interaction. The tool consists of 375 items and 7 types with ages. We also made the parenting guide for parents with infants and toddlers at risk of developmental disabilities or retardation. The book includes contents of understanding child development, how to play with children at risk of disabilities, and resources of information regarding support family, especilaly with young children at risk.
