한국 유아교육과 보육 통합의 선결 과제

Abstract

유아교육과 보육의 통합 논의는 최근 유치원과 어린이집의 기능적 특성의 공통점이 확대됨에 따라 필요성이 다시 대두되었으며, OECD 국가의 통합 사례들은 유보통합 논의를 재점화하는 기폭제가 되었다. 우리나라에서는 2012년 시행된 ‘만 5세 누리과정’, 2013년 확대 도입된 ‘3-5세 연령별 누리과정’의 시행으로 유보통합을 위한 본격적인 첫 발을 대딛었으며, 2014년 2월, 국무조정실 산하 영･유아교육 보육 통합 추진단 구성･운영 이후 유아교육과 보육 통합을 위한 과제들이 본격적으로 추진되고 있다. 이와 같이 유보통합이 가속도를 내고 있음에도 유아교육과 보육 관계자들의 통합에 대한 의견이 여전히 분분한 것도 사실이다. 본 연구에서는 우리나라에서의 유아교육과 보육 개념을 고찰하고, 국외통합 사례를 검토하여 유아교육과 보육 통합의 당위성을 재고하였으며, 유보통합을 위한 선결 과제에 대해 논의하였다.

Discussions on integrating early childhood education and child care in Korea have been recently activated, with a expanding functional characteristics that kindergartens and child care centers commonly shared. Previous cases of OECD countries on integrating practices were reported, and the discussion of the integration was restarted. In Korea, ‘5 years old Nuri curriculum’ was performed in 2012, and expanded to ‘3-5 years old Nuri curriculum’ in 2013. This can be considered as the first start for the integration of early childhood education and child care in Korea. In addition, national office focusing on integrating early childhood education and child care has started its services since February in 2014, under the Prime Minister's Office. However, early childhood education and child care stockholders are still have different opinions about integration. Therefore, this study examines the concept of early childhood education and child care in Korea, and reviewed the overseas integration cases with reconsidering the necessity of integrating early childhood education and child care. This study hopes to contribute to a sincere discussion of the prerequisites for the integration and lead to promote the early childhood and child care services in Korea.
