Abstract
Under sufficient consideration of Korean circumstance, this research aims to propose a road map to achieve improved early childhood education and care in Korea. With an analysis on current policies for an integrated system of ECEC and comprehensive reviews on research trends of Korea and other countries; principals and a consequent road map are suggested in accordance with the progress currently made for an integrated system of ECEC, revealed problems, parent’s opinions and reviews from experts. Literature reviews, policy analysis, advisory meetings were conducted along with collecting data from questionnaire survey on parents and experts.
The fundamental ground for a road map for improved ECEC in Korea is to ease the difficulties of parents in choosing an institution of ECEC service, improve their satisfaction, and provide children in early childhood with quality services which well suit situation in Korea. A design for a road map for ECEC in Korea is consequently suggested with a conceptual ground taken into consideration. As its first step, ECEC services need to be categorized into 4 types in terms of institution types and their accommodate scales. Second step is to apply the integrated elements to quality control systems and regulations on teacher qualification. The last step is to adjust implementation schedules that offer short-, mid-, and long-term model for the integration.
