As the demand for early childhood education administration has increased recently due to the strengthening of it public nature, there is an increasing need for a more efficient organization and function of local offices of education. Since early childhood education in Korea is not yet part of the public education system, administrative organizations in charge of early childhood education within the Ministry of Education and local offices of education are relatively small, and are not functionally separated unlike those of primary and secondary school education. For the efficient policy making and implementation of early childhood education, the study aimed to identify issues and challenges of, and to improve administrative organizations and functions of local offices of education. Reflecting upon the new governmental agenda of integrating early childhood education and care, it also examined cooperation projects between local offices of education and city and provincial governments and explored their future tasks for integration. A range of research methods were used to understand the current status and issues of early childhood education administration in local offices of education including surveys, stakeholder interviews, and case studies. Most of officials in local and district offices of education favored to have a independent administrative division of early childhood education focusing in curriculum implementation, which is the expertise of officials specialized in early childhood education. Policy implicationsand measures were suggested not only to improve efficiency of administration of early childhood education, but also to facilitate processes of integratingadministrative systems of early childhood education and care.
